internal/external shutoff relay?

internal/external shutoff relay?

ive got a 99 si coupe. just put a jspec b16a2 with an obd1 ecu, p30 from a 92-95 dohc vtec.

my car cuts out at 190k/h, as did before with my d16y8. is this due to the codes in the ECU cutting me off at 190? or is there an external cutoff relay set for the speed outside of the ecu i could unplug which would still be on the Si? A stock SiR does not cut out, and that is the cdn/us model, and im highly doubting that an si/sir from japan cuts out at 190 also.

anyone know how to get rid of this? or am i going to have to have it reprogrammed/buy a new one/buy a hondata computer.
