High cold idle

High cold idle
I just bought a 93 DX with a b16a 2nd gen I believe. When I start it in the cold it revs ridiculously high for about a minute. At least 2800-2900 rpm. Once it's warmed up though the idle begins to drop until it's warm and it's fine. Is there any way to adjust this? One of the mechs I talked to said there was something put in when an OBD2 engine is put into an OBD1 car for cold engine start. I know it's supposed to idle 'higher' when it first starts but that seems pretty high to me.
I read about adjusting the fast idle thermo valve in another post, but it idles nicely once the car is warmed up, I will try that though. Sometimes when it idles after it has been warmed up, it'll fluctuate between 900ish and just over 1000 but that goes away after a minute or so. I'm not sure if that's a result of the same thing or not. Any help would be greatly appreciated.

check the coolant temp sensor and ur idle air control and also make sure theres theres no air in ur cooling system. remove ur idle air control valve and clean it out than check ur temp sensor and then bleed ur cooling system

Well, a buddy of mine helped me out and reset the ECU and adjusted the idle air control and now it idles around 2000 on cold start, which isn't bad. I will try all the other recommended things and see if it helps. Thanks for all the suggestions.
