my paint broke?

okay so..

i washed my car for the first time this winter (havnt washed it since soooooo long).

and there is like little fine black lots all over my car (like black pepper) and the paint feels really rough.

its more in some places like the doors and less on the trunk and roof.


does anyone know what this is?
is it bad?

when i rustproofed my car, i went nuts and covered everything (tranny, exhaust, and i guess half the car too lol)
