Was your car tested normally or under the hot rod category?
From a few post I've read on here if you modify your engine or get an engine swap that put's out more power then stock, when getting an emissions test you need to tell the people doing the test that your engine is not stock and they will test under the hot rod category. To my understanding it will raise the limits on what acceptable, comparied to a stock engine.
If it wasn't tested under hot rod before, give it a shot. IMO it would be worth trying. Do a search for "hot rod" on this form, you should get a few hits on the topic. Good luck man.

"I have the same thing with my car. I pass emisions though each time at a honda dealer as a hot rod. Anyway i am thinking i am going to replace the motor with another new b16 from japan. But i was wondering would it be better if i try to replace the rings? ( i think that is the reason why i am burning oil) My oil by the time i change it is so black and there is not a lot of it left in the pan either. the compresion on the engine was fine though this summer. I need to find out wheather to get a new motor or try to fix this one from burning oil. "
