Past curb idle test
Without knowing what your car's condition and not having a chance to look at it personally... below is what i could suggest, based on your emmision's readings:

1. make sure your cat is in good operating condition
2. make sure your O2 sensor is good aswell
3. check your timing, make sure it's not advanced. (I'd retard it atleast 10 deg. from stock timing...)
4. do your tune-up, dist cap, rotor, plug wires, spark plugs, oil change, oil filter.
5. put in sunoco 94 octane gas
6. make sure your car is warmed up before hitting the test centre

Btw, Hi NOx reading means you're running too lean, cause of this is your timing, it might be too much advanced. (not sure if your car has an egr valve, i doubt it).

3. Kudos. Was going to mention that. I just failed my emissions a couple weeks ago, retarded the timing and passed with flying colours.

put in a 3 way cat and passed with flying colors.

the person i bought the car off of had a new cat back put in, and the cat part was only a 2 way i believe, or it was clogged, one of the too.
