Rust

I was washing my car today and i noticed rust going from the rear quarter panel the the bottom of the drivers door
i just got the rust fixed last summer and the car painted
just wondering if any of you would know how much it would cost to fix this problem from ever coming back again!
and how i can keep it from getting any bigger durig the winter
cause ill fix it when the nice weather comes
thanks
