painting rough lip?

hey everyone,
i got a lip for my 98 civic si. its abit scratched or something from the shop i bought it from, but that is besides the point. .......what i wanted to know if you all you guys paint it before you put it on? like give it a nice black paint job if you are going to keep it black??? b/c mine is black, but its looking it needs to a fresh paint job on it, whether with a spray can or professional.
just watned to know whats the best to do.

I think if you search for duplicolor you'll find that some people have painted front lips that where kinda roughed up, and come out looking amazing...I think you can do it yourself you'll be happy with the results.

Use fine grit sand paper (400 or so) to wet sand it with. Get all of those scrathes out as best you can. Then wash it a couple times with some dish soap. Let it air dry. Then prime 2 coats (10 min in between) then wait 20 minutes or so and then apply the desired coloured paint in even coats spraying end to end and not stopping in the middle or overlapping at each end (coat 10 minutes apart). Apply several coats and then go to bed and when you wake up the next day wait another day to let the paint really dry and then put the lip on your car and drive like a bat out of hell.

thanks goldbadge, that still applies evne if its made out of ABS black plastic?

If the piece is unpainted, DO NOT wet sand. The paint needs a rough surface to adhere to. If you must wetsand, do after it's painted. Wetsanding is mainly for removing imperfections. After wetsanding, you have to buff it, so make sure that can be done as well.
