Legally yes you should. But it depends on your situation. If you plan to sell the car or trade it in, its a bit of a problem when the cluster has a noticable difference from the last paper work.
I changed mine out thinking I would have the car till it died. Turns out I tried to trade it in (still running) on my new car, but the wouldent take it because the milage was out of wack.

Its some paper work done by the ministry or a mininstry apporved mechanic I think, they record it all and put a sticker on the car I believe.
As for opening up the new cluster and rolling it to your milage, it borders on odometer fraud. Wont be so good if you sell the car and someone sees the cluster has been tampered with.

I assume you mean the odometer when you say put your milage in, and in some cases yes you likely can do that, or you can change what the new cluster reads. I changed mine and left it alone but then again I took out the old one and put in the new one with less km but the way I drive the new one will catch up long before I get rid of the car, I plan to drive the car till it's dead not selling it. but even if I did the car had 214k when I bought it and the cluster read 86k when I got it. It reads 117 now and it's only been since july that I put it in. the old cluster was at 390k when I took it out and it only worked 1/2 the time (that's why I changed it) and I've only had the car for 3 1/2 years.
Basically the long and the short of it is IMO if your a car dealer or you buy and sell your cars alot then yeah, the paper work matters but if you plan on keepin the car you can pull it off without doin anything.

hm i did swap my cluster, and i did have to renew my plate but however i recorded both tac readings at inial swap and getting the difference from oem and jdm i can calculate my actual odometer reading. and that reading i gave to the MOT
