that is correct i have a d16y8 and there is a drain plug and a filler plug. its on the passenger side of the car and it looks out to your fender. I forget if your supposed to do some special jacking of the car or if its just supposed to be on level ground i might have to look in my shop manual. but yea there is NO dipstick its just if you take the top bolt out and it runs out a bit that means your full

thats the way civics are man. I actually like it better that way .

Your Civic is also about 10 years older then the Cobalt.
Onto the tranny fluid. Have you ever chaged it? It is supposed to be changed evry 48000k's on the older Civics. Even on my new Si, I change the fluid every year.
There is no dip stick and no tank to put the fluid in. You can use Honda MTF or for even better shifting, Royal Purple or Amsoil. If you serach, I have left pics of where the fill and drain plugs are. Change your fluid and inspect the rubber busings of your shifter mechanism to see if they are worn. Change the bushings or replace/repair the shifter if it too is worn.
