It is a matter of principle - you make damage to another person's property, you are obligated to pay for the damage and fix it. It is that simple and yet, too many people are afriad of the responsibility and would try their every effort to get away with it first if possible; then worry about the consenquences later.
Fight for the principle is what I would do. Every phone conversation is tracked at P.D. so I would hope you can find out who you spoke to and gave you the OK to park for a brief moment.
Go through media if you have to, Silverman Helps, use the internet, and what is her insurance company? Name the company and let people know that it is how they do business and what kind of people they are insuring because if it can happen to you, it can happen to others.
By the same notion, she should visit a nearby car dealership, wait for the transport truck to arrive. When they start unloading brand new unplated cars on the street, start driving into these cars for shizzles and giggles.

I agree 100% - I'd feel awful if I hit a neighbours car, I'd fess up to it right away. These people don't really have a moral compass. Developments were they said they've pay for $500 - argued they'd pay a huge deductible because they claimed insurance for their own car. BS. they cancelled today because their insurance found out about the accident because of the police report - they said they wont pay if they can't cancel the claim.
It's become principle for me now. They've pushed me around as if them settling is doing me a favour, pathetic. Here comes the lawsuit.
