You can cross a solid centre line?
I heard that if the centre line on a street is solid yellow then you can cross it to pass someone? And that the dotted lines are only suggested times to pass, not mandatory ones? Is this true?

isnt it single yellow = highly recommended not to pass and double yellow = dont pass ever?
because on some straight sections of 2 lane its single yellow and when behind a truck thats slow moving you gotta pass that thing whereas on a uphill or a bend its generally double yellow cuz its a deathwish to try and pass somebody

Apparently you're allowed to drive on the wrong side of the road when it's safe!! but it's in the grey area where the cops can say it's dangerous driving

I agree with Cynikal and Huacha, I am pretty sure you are technically allowed to cross that line.
There is a street near my friend's place, it might be Cummer. And it has one lane in each direction, separated by a solid line. Then before a crosswalk there is a sign that says "No Passing Here To Crossing."
The only way to pass is to go in the lane of oncoming traffic, and that lane is separated by a solid line.
I would like to know for sure though, not like I need to pass people in the oncoming traffic lane lol, just out of curiosity.

i always thought it was what cynikal said... i mentioned it to a couple buddies and they were like no... no passing, so i dunno. iif someone is driving slow as **** they are getting passed no matter what... one line two lines, three lines... doesn't matter.

Dotted yellow line means it is safe to pass. Solid yellow line means it is not recommended to pass but is legal. Double lines just mean it applies to each side of the road. Example being if you are travelling north on a road and driving out of a curve you can see, so the line will be dotted. If you were travelling south into the curve, then on your side of the road it would be solid, it is recommended not to pass. I passed an RV going like 30kph on a double soild yellow line once, because it was near train tracks and a cop saw and pulled me over. He asked me if I knew what the yellow soild line was. I told him as stated above. He said, ok, well just be careful and safe and left me alone (a moded red EK hatch).
Yellow = recommended, even the speed limit signs on curves or on/off ramps.

The dotted/solid lines are advisory only, though you really should carefully consider them when deciding whether to pass.
The HTA section 148 stipulates when passing may occur, and makes no reference to solid lines. Relevant sections of S148 follow:

149. (1) No vehicle shall be driven or operated to the left of the centre of a roadway designed for one or more lines of traffic in each direction,
(a) when approaching the crest of a grade or upon a curve in the roadway or within 30 metres of a bridge, viaduct or tunnel where the driver’s view is obstructed within that distance so as to create a potential hazard in the event another vehicle might approach from the opposite direction; or
(b) when approaching within 30 metres of a level railway crossing. R.S.O. 1990, c. H.8, s. 149 (1).
Exception
(2) Subsection (1) does not apply,
(a) on a highway divided into clearly marked lanes where there are more such lanes for traffic in one direction than in the other direction;
(b) to a road service vehicle where precautions are taken to eliminate the hazard; or
(c) on a highway while it is designated for the use of one-way traffic. R.S.O. 1990, c. H.8, s. 149 (2).
