you get ur pic into PS. u click on the (Set backround color)[in the tool box] for the border color you want. then pull down [Image], goto Canvas size. Change the width and height to Pixel, and choose a size u like 20=small/40=average...etc. then click OK. and ur seT.

I can then paste that same layer, on all the pictures that require the same size border.
Its probably a longer way and less efficient, but Im horrible with Photoshop. So yeah!

After seeing the two moon pics I figured I'd try it out. Full zoom, no telephoto lens...yet! I didn't try to add in much foreground because I didn't have the time. I just wanted to see how it would turn out. Maybe this evening I can get a more artistic shot; full moon over the next couple days.
