strange noise!

strange noise!
had this noise since i bought the car.. it sounds electronic.. feedback or crossing of wires or something.
when the car is running and i accelerate.. theres a raspy static type noise that picks up with the rpm and then calms down as the car goes back to idle..
almost like a ticking and a very minute rattle...
anyone experienced this before?
