quiet mufflers... Question

My dads 4th gen civic with b16a swap use to have a loud *** muffler on it, it was too loud for my dad so we put the stock 1 1/4' (or w/e the hell the 4th gens come with) muffler back on the car. We've noticed that at about 7200 - 7500 rpms the engine starts to "cough", and the power loss is VERY noticable high in the rpms. (the car has a full 2 3/4' catback system on it, we only replaced the muffler)

my question is, what would be the best muffler to get for the car that would be QUIET and still allow the engine to breathe so that it would not suffer from any loss of power?
