On 96-00 Civics, there is no factory camber adjustment, only toe.
Camber kits are not as needed as long as you set toe to correct adjustment/reading. More so, rotate your tires frequently (relatively an easy thing to do at home). Althought inside will always remain as inside unless you remount the tires, but rotatation still helps to provide an even wear on all four tires.
