My car is running way too rich....need help?

I have a 1992 Acura Integra RS 1.8L dohc non-vtec and its running way too rich. It failed the e-test big time, too much HydroCarbon and PPM. The check engine light comes on, I read the code....Its "Fuel System Supply" and the car will empty a half tank of gas in just a couple trips. The exhaust fumes even smells rich. What can be the problem?

sell your car to me

these are the first things I'd do:

full proper tune-up with OEM Acura parts (plug wires cap rotor plugs air filter oil change/filter belts thermostat etc etc)

test and replace accordingly:

check and set your ignition timing and then check fuel pressure and check for vacuum leaks.
O2 sensor is prolly dead by now, but test it anyways
MAP sensor
IAT sensor
ECT sensor

also, check to make sure you're getting a nice blue spark when cranking.

No its not chipped, its a stock ecu, but would an ecu from a 95 ls work on a 92 rs? Im thinking to just put in a turbo, and lean that sucka out....
