how to fix? Honda System Too Lean or Too Rich malfunction in the fuel monitoring systems its a 96 honda civic and its code 45?

Running an OBD2 computer wth bigger displacement engine? or incorrect fuel injector size?

its a stock engine its weird when ever trying to take off the car just crawls but when it gets up to speed its fine, and they slow down for a corner its crawls again.. Replaced fuel filter, sprkpugs , cap, rotor, wires, checked the fuel relay its fine, checked the fuel pump thaught it was glauged or something but its fine.. took the main relay apart there are no spots that need to be re solderd everything looks clean..

Now im thinking that injectors might be cloged or someting when the car worms up it and when i shut it off it will not turn back on for about 10 min.. I dunno what to do anymore..

Well the computer is telling you that the O2 sensors are detecting either too lean or too rich. By the serious lack of power it's probably too lean. Either O2 senor or fuel injectors would be your problem i'd bet.
