Not necessarily quotas, but I do know that they do have incentives based on how many and the types of offenses issued.

My sister's fiancee is a cop in 11th Division in Mississauga...for example...if Joe Cop #1 and Joe Cop #2 each issue over X amount of tickets, each name is put in a raffle...then drawn for tickets to Leafs, Jays and Raptors or gift certificates, etc.
