You'll probably just see a blue spot on the floor and that's it. I had a couple blues under the dash of my car and it was alright but b/c the lower portion of the seats in your car is much closer to the surface of your floors you won't see as much of a dim or shine in comparison to the dash b/c it sits much higher from the floors b/c of the driver/passenger foot area.
Not sure about the sound thing but if your front neons are hooked up that way just run the wires under the carpet and connect them to your fronts so they are all working continiously with the beat.
*edit* I though you meant at the rear of the front seats. How can you mount them to a bench of the rear seats? Plus when people go in the back they are going to kick them and kill them just like my passenger neon I had, everyone kicked it and mangled it when they entered my car especailly the tall 6 foot guys.
