NEED change ECU ASAP!

open up the ecu to see if its chipped. It may be chipped with the gsr program. Either that, or get a GSR obd 1 ecu. But i would check to see if the p28 (si ecu) is chipped before you freak out.

Yeah, The p28 can run quite a few motors..
IE - my h22 is being run by a 93 SI ecu (p28)
It's probably chipped, take the ecu out, open up the 5 screws and look for a chip sitting on a mounting bracket. If it's chipped, it'll most like have a sticker on it, especially if it's done by a shop.

just because a red line is at a certain spot doesn't mean there will be powr or torque to that spot.. commonly in Solo 2 I'm shifting before the redline because I know power is dropping off at a certain point before the redline...
