engine code 67

hey so my check engine light came on after i put on headers. there is no cat on my car anymore cuz of the headers, but i did replace the lower o2 sensor, still gave me the check engine light.

2000 civic 4dr dx or lx w/e mine says SE

code 6-7

P0420 Catalyst System Efficiency Below Threshold

should i have someone put on a cat?? the thing is even if they put one on my car, it would have to be after both o2 sensors becuz the header has the places for the upper and lower o2 sensor and the header connects at the downpipe where the doubnut gasket is with the spring loaded exhaust bolts.

Suggestions?
