but they both have 4 chambers????

when you take an engine apart... DOHC and SOHC..both have only 4 combustion chambers...so why can't you put on a DOHC head on a SOHC shortblock???

u can!!! well some anyway.
u can put a zc head on a d16a6 bottom end but it costs lotsa $$$$ and doesnt exactly bolt right up... so that's why ppl just buy a zc instead

Some applications will allow it with minor modifications. Others won't work at all because the water jackets and headstud passages don't line up at all.

Secondly, what if you can't find a timing belt to suit the application?

In some cases it's just physically impossible. Some DOHC heads are just too big to fit on a smaller SOHC block
