i own a 95 SOHC neon with a CAI and canister muffler. i tested it on the G-tech with 13" steel wheels and i ran high 15's. i also just bought a 2000 civic dx se hatch cause my neon falls apart.
the neon is on it's 3rd head gasket and has had almost every major thing fixed on it (clutch, water pump, timing belt, etc..).
mind you she has 300K on her. she's been a pretty good car but she does fall apart to easily. bottom line: junky yet spunky.
i saw a neon at the track last year pull a 14 flat in the 1/4 on a 75 shot of NOS. i was impressed. i believe that neon engines can handle larger nitrous shots than civic's, but i'm really happy with my civic and would NEVER buy a neon again. honda forever!!!

I'm pushing 220k on my neon, which I race regularly, and the only major(read: non-regular maintenance) repair I've ever had to do was replace my rad. With an intake and a TB, I've run a 15 flat. With traction(once I get a decent alignment, and fix my wheel balance/control arm bushing issue) I'll run a high 14 with the same mods. Not all neons are created equal, as I'm sure there's just as many neons falling apart as there are ones that have had good care taken of them. Same thing goes for any car really; take care of it, and it'll last a long time. Beat up on it, and it won't.
