Rad fan not coming on?

Rad fan not coming on?
i got a 92 civic eg and when the car starts to warm up.The fan never comes on but it never over heats. like if i was to turn of the car and try to start it up right away it seems like it doesent wanna start because it's way to hot.I hooked the fan to the bat and it comes on right away.what could it be?
