hood pins The ones that lock with a key

Im getting a hood lock (not sure if its the same) its basically a cable that secures your hood so theifs wont go under there. I dont see it as being illegal. Why in an emergency would they go under the hood? To put out a fire? They can douse it from the little crack my hood will open, or they can spray through the grill.
