depends on the persons skill level and experience with the car, most shops should be able to do it in an hour or two.
you should be able to pull this off even with not much experience in 4 hours max with a good amount of breaks unless you take A LOT of breaks, a couple friends helping you out doesn't hurt, get some friends and beer and get it done usually ends up being more rewarding than paying someone, you end up learning something in the process.
where are you located, if your around the markham area i know a shop you could take it to if you want to pay someone.

Seriously man, you should do everything yourself. CAI is all just removing the stock airbox with all the pipes and putting in the one you have. no cutting required. HID's are plug and play just bunch of wires and usually comes with wiring diagram and if not you could do some re-search on google and find out. The only thing i am not too sure how to install are fogs. never done it and even though as far as i know all cars come pre-wired for fog lights i havent seen any wires around my bumper area.
but overall you should do atleast CAI and HID's and save yourself few penies. and you would get the satisfaction of acomplishing something on your own.
