EK fog lights fuse problem

EK fog lights fuse problem
not sure what it is...can a fuse just melt? on its own? the fuse still works if i jiggle it but i took it out just in case...i dont think its a short because i check all the wires and everything is tied up nice...plus if it was a short wouldnt it blow the fuse??
gonna go to crappy tire and get another fuse but i dont want the new one to melt as well any sugg??
