About the passport. I got mine in the mail yesteday (but I was away since Tuesday). I have a 2000.
I think it is a marketing strategy by Honda to get current Civic owners thinking about getting a new Civic. It would make sense to go to '99 and not any older and if the car was bought new from a dealer. This is likely the information Honda has in their databases and if they went any older, the owner most likely has changed.
Since it is a marketing strategy, then people in newer cars, like '03, wouldn't be thinking about an '04 but a 99 or 00 owner might think to trade in for a new one...
Advertising costs money, so even if Honda sent this to Civic owners, they may not have sent it to all owners.... Honda has sold about 300,000 Civics in the last 5 years, so they may have sent it to a lot of people but not everyone. Think about just mailing costs (over $100,000 in just stamps if they sent it to everyone). But they might have even sent it to people who drive competitor vehicles....(like a Neon...right Nada?)...
