I know on most older honda's the solenoid pack or the trans is on the outside, may still be on your car, not sure off hand. Either way, you need to know a few things about how to test the solenoid, and in this case the car sorta has and most likely it needs to be replaced.

2006 Honda Civic 4 Door EX KA 5AT Solenoid - HondaPartsNow.com

part number 4 on this list is what you're after and it's location.

BE AS CLEAN AS POSSIBLE CHANGING IT.

I mean medically clean. Get some degreaser or whatever and clean around the solenoid area on the trans really well before you remove it, don't get anything on the part of the new one that goes into the trans. Even checking trans fluid, a fibre off the cloth you check it with could destroy the inner workings of your trans if it gets to the wrong spot in the fluid.

It's fairly easy to change, just be careful, and clean. You'll probably need to clear the code after the repair.

Properly done, if this car came into my shop I would check resistance of the solenoid against specs first at the very least, and if possible (Honda or certain other diag computers) I would activate the solenoid and see if it is working or not, some other trans issues could be misinterpreted as a stuck solenoid when really you might need a torque converter or even a whole new trans. Last thing you wanna do as a tech is sell a person a part and labour only to not fix the problem, and have to replace the whole thing on top.
