if you taking out the entire dash...
first if you have air bags be very carefull...you shoud get a haynes manual..it will tell you how to deal with it so it wont go off...im not telling in case of a mistake which could casue you injury..id highly reccomend getting the manual even if you don't have air bags..it has some usefull diagrams for doing all of the following
remove the dash trim ring, instrument cluster (to avoid damaging it), knee bolster, lower console (ash tray), stereo, a/c controls, and glove box.
if you open your doors there are caps covering a bolt in each end of the dash, one bolt in the lower right corner around the glove box location and one bolt in the lower left knee bolster location.
then there is a bolt under the top center vent, you have to get the vent out...carefull i broke mine
then there are some bolts around the lower console area..one or two, not sure
remove the steering column covers, then the nuts and wiring harness clip bolts and lower the steering column...
dash should be free now...
the manual also says to remove the front seats...i dont see why myself.....

This is why the $17.99 Haynes Manual is so handy.
Also be careful when you start to pull the dash out....there will still be things connected to it....ie...heater control cabbles and some other power stufff.
TAKE YOUR TIME.

The black part, or the grey part that goes over the steering wheel space.
If your talking about the grey part.....there are numerous srcews that are difficult to get to unless you have small hands and a shorty screwdriver.
You can reach some of the screws when the pop out some of the panel peices, but some of them are difficult to get to.
Use your finger to "feel" where the screws are.....you'll understand then.
One of the screws is near the hole on the right.....top right of that hole I believe.
You can also reach most of them with a long screwdriver once the dash is out.
To reach some of them, you'll have to remove the ac/heater contols. (I believe)
DON'T break that grey peice, it's very expensive from Honda. If you do, PM me, I have one.
