dash removal help plz

dash removal help plz
one of the screws to take out the plastic piece around the cluster wont come out, it turns but doesnt loosen. The screw itself isnt stripped, any ideas on getting this sucker out? One of my cluster bulbs is blown and its buggin the **** out of me.
