steering wheel vibrates

vibrates at slow speeds like 60 under. Does NOT vibrate on highway.

Is it still brakes or is it balance?

TIA

balance gets my vote.

yep i'll send another vote for balance... my one set of tires would vibrate only between 100-130 kmph but anything under or above would be smooth....

thanks guys, it's not my car actually, that would bother me to death if it did that.

its a 00 accord with 30000km. My friend's actually, but it's what he described and I told him to balance, check brakes at honda or midas for free.

could be warped rotors, bad wheel bearing, or bad tie rod end also.
