Short Revisit

Alright now I have changed the battery, replaced both neg and pos battery cables. I have double checked the ground to the starter and to the alt and the main from the motor to the frame.

The car starts and runs fine, battery shows 12.5V while running and 14V when a load is put on and is being charged.

But I still think I have a problem, I took out the main fuses under the hood and checked each one while the key was off to see if any current was going through. Everyone was find untill I came to the hazzard fuse which was showing 11V.

Now according to the book their should be no current running through while the car is off so is this a problem under the hood or under the dash?
