What is better for tuning?

Iv eben told OBD 2 is hard to get chips for ?

HOW well does the stock OBD2 ECU fare with mods?

OBD1 is more "tuner friendly"

however if you get OBD2 you can use a harness convertor to use OBD1 ECUs

if you want to go with an obd2 engine (which i don't suggest anymore, after experiencing it myself) you're gonna have to use an obd1 ecu (gsr) and use your stock civic wiring harness with some to many adjustments

If you get an OBDII-OBDI conversion harness you don't have to make many adjustments. Use an OBDI ecu, use your stock harness and add only a few wires for VTEC, knock sensor and oil pressure.

'94 B18C's are also OBDI..

yeah you can do that too.. OBDI has less sensors.. less things to go wrong.

well of course that's true, but with that being said on your behalf, you should realize that if something goes wrong in OBD I, you have "less" errors to figure out and eliminate
