I'm not going to go into specifics, because this has been covered a lot, so if you need more info, a simple search will tell you plenty.
Supercharger pros:
-Instant spool
-low maintenance
-easier setup
Supercharger cons:
-Less upgradeable
-Generally less power
Turbo pros:
-More upgradable
-More power, just turn up the boost
-Better top end
Turbo cons:
-Harder setup
-More maintenance
-Spool time
As for what setup is best, it depends on your needs. Personally I think superchargers are better suited towards big engines, but even on a b16 they make it a great street car.
Turbo's I find are a great option, there is one to suit everyones needs. Want quick spool, get a small turbo like a t25. Want to wait a bit and have a whole wad of power near your top end, a big trim t3 might suit you well.
As for building the internals. I would say a b16 could take about 250hp safely, anything after that is pushing your luck. But 250 is plenty fast on a budget.

I read somewhere that a b16a2 block can withstand 350-375whp (dont quote me on this, it was on a post i was reading awhile back)
Anyways, what would u like the car for? track? daily? weekend drags, etc. What is your price range, what power do you want? Are you handy with maintained/fixing stuff?

with a supercharger it takes power to make power...meaning...since it is belt driven, an engine that makes more power without the supercharger is going to make the supercharger more efficient.
So a car with 140-150whp isn't going to make a whole lot of power with a supercharger, but with a turbo it can make a lot of power. The b16 is a pretty stout engine and can hold its own pretty good with boost. But its already pretty high compression (10.2:1 or 10.4:1) limits how much boost you can run. Get low CR pistons and forged rods and run a big t3/t4 and make 400+whp all day.
IMO superchargers are for larger displacement engines, don't get me wrong turbo's work extremely well with big displacement engines, but superchargers don't work that great on small engines compared to how efficient a turbocharger is.
With any F/I setup tuning is extremely extremely important.
