to bs or not to bs

i'm going through a problem with my engine, as in it's low in compression, burning oil, smelling like it under the hood, and puffing a little blue smoke out the pipe
i called the shop that i got the engine from and talked to the guy
i told him my problem and told him that i had basically determined the problem to be the piston rings

he told me:
i bought a used engine...all used engines are low in compression
i'm getting roughly 170psi (supposed to be 199psi)...he said that what i'm getting is really good
also, he told me that the smell, and blue smoke could be caused by a problem in my fuel system

all i want to know is...do you think he's tossing the bs around
OR
can a problem in the fuel system create these problems?

Thank you!

Get your money back. That engine has been whipped.

Ya, that's BS... how long you had the engine for? If it's in fact burning oil as in blue smoke from the tail pipe... it can't be fuel related. I can be fuel thogugh if the smoke is black and the exhaust stinks. Has this motor passed emissions? Go pay $40 and get an e-test done, and if it fails, demand a new motor.

I noticed you did a compression test, but have you done a leakdown test? That'll tell you precisely *where* you're losing compression. Then you can take some irrefutable evidence to the shop. Don't go in unarmed, they'll simply assume you don't know what you're talking about, and BS you.
