sure it would, changing obd's is simple.
But you would need a hydro tranny, 1st gen b16's use cable tranny's. Granted you could get a hydro to cable conversion kit, but i've yet to see a good one.
With a hydro tranny you can use all stock civic/integra mounts and not have to deal with solid mounts vibrating your car to crap.
It would however be easier just to use a 2nd gen b16 thats already obd 2. You think you can save some money by getting a 1st gen b16, but then there are all of the other parts you would need to get it to work in your 98 SI. Plus why would u want to put a 15+ year old engine in your newer car?

ok, it's not worth it believe me, i tried swapping a 1st gen b16a into my eg hatch, so many little problems came up, and in order to fix up all those problems, the money would add up....
in conclusion if i were you, best straight forward swap is 2nd gen b16a or OBD2 GSR swap or type R swap, if you are willing to spend sum time on it, go LS/VTEC or CRVTEC=)
