Crome, hondata, eCtune, Neptune, uberdata, turbo edit, BRE are all Rom editors and can all do Real time programming/datalogging. Although, acquiring all of the necessary equipment can be quite costly and for most people its cheaper, easier and safer to just pay someone to do it.
You'll need a real time programmer ($200), a datalogger ($50), software ($150-600), a wideband ($300-500), a laptop ($300-3000), a chipped obd0 or obd1 ecu and of course the knowledge of what exactly you're supposed to be doing.
Or you could pay someone a few hundred dollars to tune your car for you, or if money is tight just get your ecu chipped and run a different program on the chip. I don't really suggest trying to tune your car yourself unless you really know what you're doing, using the software can be tricky enough, nevermind if you don't actually know you should be doing with the software (tuning), you can get in a sticky situation real easy and possibly cause damage to your engine, or make your car run worse...i've seen all sorts of crap when people try to do this theirselves.

zeeman pretty much summed it up.

88-91 is obd0 chippable , but not the most reliable software to be working with and not much continued development.

92-95 is obd1 chippable and has a wide variety of tuning solutions with awsome software with many options to choose from. This is the most developed and mainly used for tuning hondas/acuras.

obd2 96-2001 are unlike obd0 and obd1 and do not have eprom chips. To do anything with these computers it takes alot more work and money.

Considering all these obd's this is why all the conversion harneeses are out there. Mainly the harnesses are used to convert your car to obd1 so you now have the option of running good software such as the ones mentioned by zeeman.

no unfortuntly its not that easy! obd1 is the way to go and the software aviable for obd1s is questionable between a standalone. Carries very similar features, but usually carries out most of people goals. A standalone has very many features and expandability, but for the price differance its very competitive.
