d15b won't start, blowing IP fuses

Put a new starter on today, put the positive terminal back on loose , tried it, started no prob, tightened the positive cable, wont turn over and I hear a high pitch noise in the car , if I try to start it the IP fuse blows, I am stumped
Ideas?
