is there such thing as a non vtec d15b?

my buddy bought a d15b from some import place and it said d15b on it and on the block too but its non vtec. i was pretty sure that d15b's either had vtec or stage 3 vtec.

and the other ****ed up part is it was carburated....? so i was pretty lost i was almost 100% sure that d15B's were vtec only

the jdm d15 came with cabs and that's why you'll see a block off plate bolted over the spot on the head where the vtec soloniod would be if it were a vtec head. this plate is not however for vtec it's part of the carb intake manifold setup
