Those look like pretty deep scratches! I think most of that will require touch-up paint
I dont think rubbing compunds are clear coat safe, I could be wrong though...hopefully someone could shed some info on this....

Needs to be repainted. You're allready getting surface rust. I did this to my mom's Protege on mother's day last year, and it was almost a $500 repair. No dents or anything, but to fix it properly on a leased car you gotta pay. It was all good though cause someone she knew backed into her car on the same side and they just repainted that whole side at no cost to me haha.

Thats just surface rust....get some claybar and rub out the rust marks. Then get some touch up paint and put on a fair bit of paint, then take a small buffer and ****** the paint. The heat fromt he buffer also makes it seal to the cars paint right away. You can also try wet sanding but your gonna need touch up paint for sure, either way.
