There is some debate about which colours are legal and which are illegal. Check out this thread, the bottom half of the first page addresses it.

I'm pretty sure there all legal provided they do not flash or strobe. Like I posted in another post here is a reply I got from the MTO:
If the cop wants to be an idiot he can find a reason to give you a ticket. A few weeks ago I asked an OPP officer at a Goodyear while getting my car worked on if they where illegal and he said no but they draw more suspicion for speeders and young drivers etc which is just common sense.

The Highway Traffic Act contains lighting standards for vehicles that
operate on the provincial highway system. Under the Highway Traffic Act,
the use of neon and other non-prescribed lighting is not specifically
prohibited. However, Section 62 of the Act prescribes lighting which
vehicles must display, and restricts the use of specific coloured lights and
flashing lights.
In addition, licence plates must be illuminated with white light only as
prescribed in
Section 62. (19) and must not be obscured in any manner.
We therefore recommend that no additional or non-prescribed lamps be
attached to the vehicle in proximity of either licence plate. You may wish
to access the Highway Traffic Act, Part VI, Equipment, at:
www.e-laws.gov.on.ca.
Transport Canada, the federal government department responsible for new
vehicle safety standards, requires the lighting supplied with new motor
vehicles to comply with standards prescribed under the Motor Vehicle Safety
Act (Canada). If such lighting is maintained in compliance with the federal
standards, it will, in most foreseeable circumstances, satisfy the
requirements of the Highway Traffic Act. If federally prescribed lighting
is replaced with lamps which do not comply with the standards prescribed for
new motor vehicles, the operator may be subject to charges under Part VI,
Section 62 and/or PART X, Section 142. Also, prescribed lighting must not
be obscured.
Section 82 of the Act empowers police officers to order safety inspections
on vehicles. Additional exterior lighting may obscure prescribed lighting
and cause glare to other drivers. Interior lighting may cause glare and
obstruct a driver's view of the highway. We therefore recommend that such
additional or non-prescribed lighting not be used while driving.
We thank you for your inquiry and encourage you to contact us in the future
as we continually strive to improve our service to our customers.
Sincerely,
G. Brown

imo u will get hassled...
i wouldn't bother with white / red / blue lighting n e where, cause if they want they can stop you. so wat if u can fight it in court is it worth being stopped for, your time wasted, and added attention?
every cop in history that i've talken too has their own thoughts on neon and if and or if not legal. some have said yes, some have said noo, some have said certain colors etc. there is no tru answer imo u risk being sotopped periodm esp with those colours.
also if u won't put them on while driving what u care if illegal or not?
some say green is safe... but it too can be iffy, as they can get me for firefighters...
