negative! about 1" too short for the early 6th gen bumpers... sorry to be the bearer of bad news. Look into replica CTR lips. 
I think you are too late for OEM lips for the 98-96...I think they stopped production cuz I spent 3 months looking for one

tdoTcOupe sold me one and told me it would fit on my 98 Civic Si for sure!!!! That sucks!!!
He has "banned member" under his name. Was he banned or did he change the title???
Is there nothing I can do to make it fit?????

The reason I know is cuz I came to TO one day to buy one...and this guy had a 99, I have a 98. Well, I took my dad's car to TO, and not my Civic, and I was like "you sure it fits", he was like "I dunno". Well, we were at Timmies by Pac Mall, so I suggested we wait till a 96-98 car rolled by, and I'd ask to try the lip on the dude's car. Well, the seller was right cool....he said "For Shizzle", so the first 96-98 I saw, I asked him to spare a sec, and we test fitted it. It was a no-go. Too damn short. I was a little worred cuz I drove 4 hours one way for that!!, but the seller was cool, and I bought something else off him, so it was all good. Props to the seller. If you wanted, you could modify the lip to fit, but it will just look like **** on a man.... just wrong....don't do it. Sell it to someone with a 99-00 hatchie or something, they'll prolly come their pants w/ excitement, and you can finance a new replica lip.

Man, all kinds... CTR replicas in ABS plastic, Mugen replicas in ABS or NEO plastic, also fiberglass, Tsunami softline, Greddy Gracer, Wings West, Erebuni, etc. etc. Just search google for Civic front lip, and you will see...
