This is a prime time to have a test light. You have one? turn on the headlights and if your sure the fuses are good, check them again with the test light and make sure you check the right one, your car may have separate one for low and high, for both right and left. Sometimes pulling the fuse to check it doesn't work as they can blow very slightly or off to the side and you might not have seen the break. The test light will show if you have power to both sides of the fuse. Next disconnect the socket from the bulb, and check for power with your test light. Your car should have 3 terminals in the connector. Low and high power, and ground. Maybe turn on the high beams since you know they work, and make sure you have a good ground for your test light and then switch back to low and then check that terminal for power too. If it has power at the terminal the bulb, if not the try back probing the socket and seeing if there is power at the connector there, yes then you need a new connector. These can be bought cheap at any auto parts store and are just a matter of cutting out the old one and soldering in the new one, just be sure you keep track of which wire is which, I suggest labelling and doing them one at a time. If no power at the back of the connector, then it's gonna get a bit more complicated, but you need to follow the wire back to the firewall connector, check for power here like you did the headlight, I've seen corrosion do some weird things to cars at this spot if the connector has been unplugged for some reason, then to the fuse box, maybe start by checking the wire is still secured to the fuse panel and that is not the cause of the fault. If you still haven't found the problem then you're gonna need to take the car in and get it looked at further but this should pretty well cover it.

I know there is kinda a lot here but just go one step at a time and don't get frustrated and you'll be fine.
