Whats a good sound editing program to chop wav and mp3 files??

does anyone know of a simple sound editing program... i need one that is able to say cut a 30second chunk out of a song in mp3 or wav format and then export it to mp3 or wav... anyone know any sound editing programs that arent too complicated that can do this?? it doesnt have to be a free program... if so let me know the name... thanks in advance...
