He would be a bit more safe going those high speeds, because he has training / track experience.

in a rally race there are stages, at these stages they can go as fast as possible
however
the stages have some distance between the end of one stage and the beginning of the next or the location of the work area...
that being said in order to move to the next stage or the work area they have to drive on public roads and obey the posted limit and if they don't they risk seeing the boys in blue just like you would if you sped on the streets here...

its funny how they would give them tickets, seeing as how they are some of the most skilled drivers in the world... i dont know why he didn't just floor it cause i doubt the new zealand cruisers could keep up to a wrc car
