call the parking enforcement for your city, get his *** towed
if no answer there, call the cops and complain there is a car blocking your driveway preventing you from safely exiting your property, and you'd rather NOT drive thru it

borrow a truck and move that b*tch yourself..hell call a towing company and get them to move that sh*t...oh in order for a tow request to be valid to the police and parking enforcement the offending car has to be blocking access to you driveway, making it very difficult or impossible to get into your driveway. slight overhang or blockage they wont do jack.
