controlling the rain

Holy Crap, I thought only Matt Hayes and Harold Hossein could control the weather.

People talk about the weather but China is waging a war on inclement conditions. Meteorologists have 100 people and three aircrafts ready to blast chemical-filled rockets at any storm clouds that dare approach the roofless National Stadium during the Aug. 8 opening ceremony.
Chinese meteorologists, who have been testing the system for a year, hope the chemicals will disperse the clouds, although it is anyone's guess how successful it will be.
Latest word: Meteorologists are confident they can blow away a summer shower. A big thunderstorm, probably not.

Don't they something similar to this, up in Northern China? Something to do with the desert seeping in to the farm lands, and destroying them.

haha thats funny, well i guess they did not see what the Russians were doing a while ago not sure if they still are. Before any really big event they would dispurse all the clouds. yes thats not bs but i was trying to find what they used to do that but i cant find any info. as i remember i believe they used aircrafts. that way they do not cause any harm to the environment with chemicals and have a sunny day.
btw dont talk smack about russians since im part russian

way back in the day, thats how they got rain started, was buy sending rockets into the sky, and thats how cloud's got started, because f the rockets.

If this is true then LOL they will probably create rain instead of dispersing it.

Just to add:

This is an honest observance not a lie. If you guys remember the crazy storm we had few nights back, where it rained hard all night till early morning. Well anyways, i was out in my back yard with a colleague from my work who is also a great friend of mine, while we were casually drinking Bacardi and smoking cigars talking about the international electronics market we enjoyed the subtle blue thunder bolts and the crackling within the clouds.

To our lack of understand regarding the complete anomaly of storms, we saw an intense Orange explosion within an enormous section of the cloud, the sound we heard within few milliseconds was enough to make us spill our drinks and cigar lint unintentionally. It was like NOTHING we both have ever seen before.

To my honest opinion, to us it seems like as if a huge bomb blew up with in the clouds, the other reason to thinking this was the earth shattering vibration, the sound of terrifying effects that we have only grown up to know from rockets exploding. Soon after, another explosion.

We both went back inside ad shut up, shaken to see such angry mother nature, we started talking about God. My friend actually ended up staying over, and thankfully my GF didn't mind.

I would like to know what this orange explosion was if anyone can explain it to me. Because, i assumed that any or all activity that happened with thunder bolts was of electric (blue) nature, and chemical explosions were of orange nature.
