Does Car Fax give you name of the owners? Becasue I want to buy a car and would like to make sure that the person who is selling the car is in fact the owner. becasue the MTO Used Car report Shows the previous owner but not the most current one.

Should be current registrant on the top of page 1 if not then check his drivers license with vehicle registration info.
