data = IMAP/POP3 email client, maps (google maps app on some phones), IM apps, choice of web browsers, 3rd party apps having access to internet, possibly ability to tether (that one is a little more vague), etc
On device surfing = surfing to web pages using the browser the carrier put there
All the big 3/4 have unlimited on device surfing for non-smart phones, I know Rogers/Fido it's like a $7 option...

Bell spokesperson Jason Laszlo said the unlimited data plan includes web browsing, web-based e-mail and downloads. Other services, including GPS navigation, access to Bell's Full Track Music, Sirius satellite radio and on-demand TV content, are available at additional charges.

Instead of being notified when you have an email, you have to pull out your phone, navigate to the site, then check your email...
VS.
native email client/push email...your phone beeps when you have an email...
I'm not knocking it, just there is a big difference...
